श्री पाण्डेय ने अपने पत्र में कहा हैँ कि बिलासपुर जिले में महिलाओं के खिलाफ अपराधों में चिंताजनक वृद्धि की ओर लाने के लिए लिख रहा हूं, जिससे नागरिकों में भय का माहौल पैदा हो गया है। पिछले कुछ महीनों में रेप जैसे अपराधों में काफी बढ़ोतरी हुई है और आए दिन मासूम बच्चियों को निशाना बनाया जा रहा है। यह चौंकाने वाला भी है और चिंताजनक भी।
खबरों में बताया गया है कि बिलासपुर में महिलाओं के खिलाफ अपराध के अलावा अन्य आपराधिक गतिविधियां भी बढ़ी हैं। परिणामस्वरूप, कभी शांत रहने वाला बिलासपुर आपराधिक गतिविधियों का केंद्र बन गया है, जिससे नागरिक असुरक्षित और असुरक्षित महसूस कर रहे हैं। कानून व्यवस्था को चुनौती मिल रही है और पुलिस-प्रशासन के प्रयास नाकाफी साबित हो रहे हैं.
